Apparently, there is no effect in changing the settings in this file, esp. HOTPLUG_MOUNT_FSTAB. Tested with an USB storage device.

Have you ran the SuSEconfig script after you changed these settings? Please do so und check if there is still no effect.

Did so. No effect. (In fact, I made the changes with YaST2.)
