After boot the cpu is running at full frequency although powersawed is configured for powersave, `rcpowersaved restart' has to be issued to fix it.

So it is version 0.10.20 you are using, right? Can you please try 0.10.21 from stable, because I did a small redesign of the cpufreq implementation for this version.
