Hi, 

resmgr should in the easy local-one-user-only case add an ACL for /var/log/messages and friends which allows normal users to read the file (if logged in locally).

Connecting permissions to read log files with being logged in locally is the wrong approach IMO. /var/log/messages could be made group trusted or something like that instead.
