one can key search for a key on a keyserver, find it, but import is impossible as kgpg complains: "you must select a key" when hitting the import button. But there is no way to select or even to key in the selected key. This is independent on the keyserver chosen or the key one was looking for. Only workaround: retype the email address (as copy and paste does not function in the dialog, another bug?) into your email programm, and email for a public key.
The other workaround "use the command line" is unacceptable for normal users switching from windows. 
This can be found as fairly fresh bug on bugs.debian.org as Bug#342321, too.
