ddskk hangs forever with EUC_JP locale

it's a bug in sort.

Trying to sort this file (using option -d is important!) in ja_JP.eucJP locale hangs: mfabian@magellan:~$ cat /tmp/ttt2 あ い mfabian@magellan:~$ cat /tmp/ttt2 | LANG=ja_JP.eucJP sort -d
ddskk package with workaround to make it build submitted to STABLE.
Reassigning to Andreas Schwab <schwab@suse.de> because of the remaining problem with the endless loop in sort.
Fixed.
