/etc/sysconfig/network/config has
   NETWORKMANAGER=no (instead of yes)

after a new installation using NetworkManager

Ugh, a case of a missing dirty bit. Fixed in yast2-network-2.13.16.

It can be worked around by toggling NM off and on again, but then watch out for bug 144829.
