The submount package is unable to handle HAL xml configuration modifications to some mount_option values - specifically shortname=[value].
This causes end-users not to be able to change the mount_option shortname=mixed to deal with fat12, fat16, and fat32 filesystems where filenames in all-caps is possible.
If the xml option is specified in /usr/share/hal/fdi/policy/95userpolicy/[custom.fdi] such as:
<merge key="volume.policy.mount_option.shortname=mixed" type="bool">true</merge>
it should be allowed to change the behavior of the /usr/sbin/hald-subfs-mount program as is possible in other distributions (Fedora, etc.)

we do not use submount anymore for 10.1
