After I select Khmer in the initial language dialog I get the interface in Khmer but after finishing CD1 and restarting computer the interface becomes English again.

I guess we miss yast2-trans-km on CD1.  Lars?

yast2-trans-km is not on any CD! 
But it's the only yast2-trans file missing => added for Beta4
