After updating 10.0 to 10.1-b3, vsftp is not working, but is installed.
Cause: /etc/xinetd.d/vsftpd got moved to /etc/xinetd.d/vsftpd.rpmsave, but no new  /etc/xinetd.d/vsftpd got installed.

/usr/share/doc/packages/vsftpd/README.xinetd

but i will change that again. thanks for the report
