This file should be in "/usr/lib/pkgconfig" for example to make GAIM compile. I submitted a big report also on the GAIM bugtracker:

and they said it´s a SuSE problem.

Sorry, don't know what this should mean.
We have /usr/lib/pkgconfig/nss.pc which should be exactly what they want.

Please tell them that they have to accept nss.pc in addition to mozilla-nss.pc
since nss.pc is for the standalone system NSS. We agreed to that naming upstream
together with the NSS maintainers and even RedHat.
