the variable APACHE_SERVER_FLAGS is set to "SLL" instead of "SSL"
so SSL never starts

may be it's a typo ?

APACHE_SERVER_FLAGS is empty when it is installed. It is probably a typo
on your side. 

Is that possible?

Well, I would not exclude it, someone must have enteed it , and it's only me having access.
