CPU throttling does not work currently. A processor.idle event by the powersave daemon causes such a high load because of the sending of the dbus signal and kpowersave refreshing all its internal data, that powersave immediately throws a processor.busy event. Therefore the cpu is never effectively throttled. Only for a very small timeframe (about 333 milliseconds).
