an ifplugd controlled device can't be put down with "ifdown ethX", it remains up.

It remains up and ifplugd keeps running, but the v4 addresses are flushed.

If you want to put it down completely you have to call 'ifdown <iface> -o rc' or rcnetwork stop <iface>.

I'm not sure if i can change this by now. I'll have a look.

Its a change from previous behaviour, not sure if it was an intended change.

No, there was no change. ifdown <iface> without options did never take  down an interface completely which has STARTMODE=ifplugd.
