After load the keymap with command
 loadkeys sk-qwerty 
I cannot write any SK localized characters.

This is not the same. I think the file /usr/share/kbd/keymaps/i386/qwerty/sk-qwerty.map.gz has not SK layout. 
I'm doing this in console, not within X11.

With an iso-latin-1 font, sk-qwerty appears to be english.
For slowakian, I guess an iso-latin-2 font should be appropriate.

I cannot type any sk characters, becuase I don't have an sk keyboard.
Please hava look athe output of showconsolefont, if it does not look like
a slowakian font, then please try 'setfont lat2-16'

I am able to write and see czech or slovakian character with latin2 font.
There is a little difference between czech and the slovak keybord layout. After loading cz font, I can write directly czech characters. After loading sk-qwert[yz] keyboard I can write slovak characters only if <right alt> is pressed. This little difference of behavior could be changed. I'm lowering the severity. 
I suppose the national charset should be primary and fall-back trough <right alt> should provide english keybord layout.

I cannot judge if the described behaviour is good or bad. 
If someone submits an alternative slovak font, I'll be happy to add it.
Can you create such a font?

Font or layout? I think current font in 10.1 is fine and fixed thanks to jsuchome. Layout is also OK. Just slovak layout should be the primary and not the secondary which is available when alt (meta) is pressed.
