Update scim/skim to the latest cvs version to fix various bugs.

current skim and scim packages in CODE10 contain several bugs. Because the amount of updated code in cvs is too much to fit into a patch. I suggest to update them to the latest cvs version. The issues that will be fixed are: skim: 1. bug #149541 2. fixed wrong -f command option 3. fixed ComposeKeyFactory handling issue 4. fixed filter settings saving bug. 5. various translation updates and optimizations. scim: 1. fixed gtk critical warning when launching scim-setup. 2. added some missing language names that required by m17n 1.3.x 3. fixed a encoding handling bug in SC-TC filter module. 4. enhance rawcode module to support multiple encodings. 5. various cleanup and typo fixes. For scim the major version is still 1.4.4, however the version of skim has been bumped to 1.4.4 from 1.4.3. Is it ok to update the version of skim package or remain it as version 1.4.3? If you agree on these updates, then I'll upgrade them as soon as possible.
Yes, I also think we should update these packages. Andreas, is is OK to update?
I think we should use version 1.4.4 for skim.
