At the install of package. If you have problems with reading the CD, you can choose "try again". However, it decrease the quantity of "MB" and number. If succesfull or not, anyway. Everytime(!) you push the button. In this way I had p.e. 206 package with none MB to install. Anyway, all packages installed.
In 9.3 and 10.0 the same thing. Maybe others, but not checked.

could you please retry with a newer beta? packagemangement has completly changed.

please reopen the bug if you still get the error.

please try beta6,when it's out later
