KWiFiManager is in the KDE menu under Internet-->Data Exchange. This is IMO the wrong place for KWiFiManager. This programm exchange no data. 

And if I click in KWiFiManager on: "Scan for Networks ..." button I get this error message: 

Unable to perform the scan. Please make sure the executable "iwlist" is in your $PATH.

Btw. since we have knetworkmanager, we maybe should drop this program.

it's not installed by default for a reason: because we do have knetworkmanager. If we would drop every program we have another version for, I'd all be for it. But you will have to file the drop request for vim.

well, it will never be usable, because "iwlist scan" does not work as non-root. so the whole application is a wontfix.

This is not 100% true. You can run 'iwlist scan' as a user, and you'll get the scan results the driver has. You can't trigger a scan, though. However, kwifimanager is not that useful on SUSE Linux indeed, but one could use it as a wireless signal monitor together with netcontrol.
