All the dvi related tools can't display Japanese dvi files properly.
That is, they can't display Japanese fonts at all.

DVI was never designed to support Japanese fonts nor any other font
with more than 256 characters.  For dvips there exist an hacked
version which is included as pdvips.  Please use if exist always
the `p' version of any tool usabel for DVI files.  You'll find
those `p' version in the package te_ptex.
