iwlist and similiar are usable as non-root as well and therefore should be under /usr/bin

Lots of binaries in /sbin and /usr/sbin care useful as regular user as well, but we don't want to have them in the namespace of regular users by default. This particular binary is from the wireless-tools package. Joe?

You can run iwtools as user, that's right. But they are not very useful for the 'normal' end-user, so I think their place is in /usr/sbin. No one stops you from adding it to your path. :)
