a fresh installation fails to create a search index. the directory/files below /var/cache/susehelp/ are not writable for khelpcenter.

It shouldn't be necessary any longer, release-notes and kde_application_manuals are indexed at install time.  Did this fail or do you build your own indexes out of habit?
