rug should not be able to shutdown a system, please remove this option from rug and zmd.

It can be removed from rug, but not from zmd.

Correct.  This is a ZLM remote management and imaging requirement in zmd.  We can remove this command from rug, i.e. this and device-restart.  Assigning to Dan to remove rug commands.

Options removed from rug.  Committed in svn r25638 (avenger), and r25639 (zypp).
