The package open-iscsi-0.5.473-11 (factory) does not include the SuSE style rc-symlink in /sbin/ to /etc/init.d/open-iscsi. I don't know what consistency policy you have, but lot's of people are used to use those scripts as a convinient shortcut. What be nice if that rc-symlink would show up at some point.
