1.Login with user1 to Gnome.
2.Select the graphics Application -- 
  Kover,K3b,Coriander,JAMin,Kino,Hydrogen,Muse,NoteEdit,seq24,
  Kaffeine,xine,KRecord,qaRecord,kdetv,Kradio,Banshee,XSIDPLAY,Aeolus,
  ASeqView,GNU Solfege,JACK Rack,KAconnect,QJackCtl,QMidiControl,QMidiRoute,
  vkeybd,ZynAddSubFX,AlsaMicerGUI,gamix,QAMix,RMEDigiControl,JuK 

Expected Result:
The AP should be Traditional Chinese.

Actual Result:
The AP is still English.
