Step
1.Login with user1 to Gnome.
2.Select the Office Application -- 
  kdissert,VYM,GV,KFaxView,Kugar,X PDF,GNU TeXmacs,Kile,Kword,LyX,Inkscape,
  KGhart,Kivio,Kugar Designer,KPresenter,KSpread,KMyMoney,DataKiosk,Kexi,
  KFormDesigner,knoda,Rekall,Tellico

Expected Result:
The AP should be Traditional Chinese.

Actual Result:
The AP is still English.
