I've installed RC3 both the x86_64 and the i386 version. In both cases I've choosen german as language and KDE as desktop. After finishing installation, KDE comes up in english and you have no option to change that, because the kde-i18-de RPM wasn't installed.

probably a duplicate of bug 162064 (which is listed on http://en.opensuse.org/Bugs:Most_Annoying_Bugs#SUSE_Linux_10.1_RC3 BTW)
