Description:

It is not possible to Drag and Drop a file/directory in Nautilus' listview if there are too directories in the target directory, so that there is a scrollbar needed (see screenshot)

How to reproduce:

1. Enable listview in Nautilus
2. Create 20 empty dirs in your home directory
3. resize your Nautilus so that a scrollbar appears
4. now open another Nautilus window
5. Now try to drag and drop file(s)/directory(s) from last opened Nautilus window to your home directory in first Nautilus window

Solution: 

Activate target region number 2 (see screenshot) again like in old Nautilus windows

OR an even better solution:

Only hover the name of the directory/file in list view and not the whole row. Have a look at Konqueror which has this behavior and drag and drop is no problem there - independend how many directories you have in a folder!
