1. Unplug your external monitor and make sure everything is right (you only have one monitor in the config)
2. Run gnome-display-properties
3. Plug your external monitor
4. Click "detect"
5. See that the external monitor is "Off" (fine), but appears below the main monitor in the canvas.

This bit me too - very un-discoverable.

It would be great to add a short label between the drawing area and the controls, of the form "click, or drag to configure a display" - though the translators would hate us no doubt.
