Using KDE4 LiveCD i386 Beta 2 after installation om my laptop. As a normal user one can start "Configure Desktop/Personal Settings" in the "Advanced" tab there is an entry "Login Manager". Clicking on that entry one enters the "Configure the login manager (KDM)". However nothing can be changed here. In KDE3 one used to have the option to enter the root password and to use this as root. Such an option is missing.
When logging in as root ( no bombs in the background anymore) the fields of this window are active.

known bug, administrator only modules are not supported at the moment
