NTP start before network

Created attachment 217561 [details] pstree -aplu After update 10.3 to 11.0 Beta3 or new installation of 11.0 Beta3 NTP start before network. It can block starting system if user uses kerberos, ldap... for log in. In attachment you can find output from "pstree -aplu"
I don't understand. How can it block starting system?
settings: - /home mounted via nfs4 - authentication via kerberos - using LDAP NTP synchronise time via network. if network is not running and NTP try to start then NTP wait several minutes. (it blocks continue of starting system about 5 and more minutes. it depends on NTP timeout) After that time is wrong and authentication via kerberos doesn't work.
The problem is not the ntpd server startup script but the ifdow-Script of ntp: /etc/sysconfig/network/scripts/50-ntp This problem is fixed in #388980 *** This bug has been marked as a duplicate of bug 388980 ***
