When a maintainer approves a submitreq, it should automatically add a "signed off by xxx@xx.xx" signature to .changes. Reason for this, is that people who install packages contributed (or touched) by a non-SUSE person will feel more confident that the package is OK.

Hm, we will have this soon for Factory. but we need this as well also for generic submission handling between projects.

However, we need to redesign the changelog handling in general first, I think.
