There is no kde4-kontact-devel package. So any development for kontact in impossible without manual building of kde4-pim.
Please, publish requested package.

So the kdepim4-devel does not contain kontact?

Actually the headers should appear in libkdepimlibs4-devel

Upstream KDE 4 Kontact doesn't install headers for its plugins yet, presumably because they don't want to commit to api stability.
