Moving all of these to P4 to show that they have been triaged.  Will be reprioritizing these properly tomorrow.

Partially implemented in R125959.

Missing unit test.

Missing icon, and the type of message (warning, error, etc) is not currently
conveyed to the user.  I'm not sure how that should be done.
