When you add a panel on top of your screen and set it to "windows can cover" or "autohide", at some point will stop showing when going with mouse at top of screen.
It's not certain how this occurs but it shouldn't be that hard to reproduce.

This is what I do:
- add a panel on top
- resize it to 30% of screen width
- adjust height a bit (I just decrease it a bit)
- set it to "windows can cover" or "autohide"
- add some plasmoids (clock, quick access, device notifier, kickoff, opera .desktop shortcut, pager)
- lock widgets

After some time of normal dekstop usage (web browsing, switching windows...) panel will stop raising.

UPDATE:
This seems to occur more often when you have maximized windows (in case if it is not being hidden, just allowed to being coverred by windows).
Panels seems to always disappear behind last focused window - you can bring it back by switching to another desktop, clicking it and then switch back.
But it will disappear again under when you focus a window. In case if you use "autohide" option it will never came back in front no matter what you do. It seems like edge is not triggering raise action any more.

Please reopen if the upstream bug does not cover this issue.
