When using HP C4200 series all in one and the default user configuration, a user must run xsane as root in order to scan.  Alternately, you can add the user to the "lp" group to enable scanning.  Scanning images is a basic function that normal users would expect to work out of the box.

I apologize if I put this in the wrong place.  Should go to whoever controls default user groups, or to the udev people to change the rules.
