As a "design" tool, Designer needs to implement some 
form of DataFlow tool as per the iManager plug-ins.  
The dataflow tools (DataFlow, DataFlow Table View, 
an Design DataFlow) are really design tools, not 
administration tools.  They more rightly belong as 
part of Designer, not the plug-ins.
