The schema mapper help is incomplete with sections 
of the help with no content.  This is mainly under 
the editing a policy section.  There are also no 
screen shot which would be very helpful especially 
for the somewhat hidden non class specific mappings 
and such.

1) non-class specific mapping section has been moved to its own tab in the UI.
2) still need help updated.

Added the help files to the proper plugin.  Schema map files now have 
content.  This bug is fixed.
