After downloading the image from http://software.opensuse.org/developer I burned it to a CD and attempted to boot it. While everything seems to go fine where there normally is a screen that asks for the keyboard settings there is now just a black screen. 

On the first boot it was actually a pink screen, after that I rebooted an used 'check install media' option, which checked out fine. Then the boot after that for another installation attempt came up with a black screen.
The cursor does show up and can be moved, the rest of the screen however is just one color without any buttons.

This is on a Compal laptop with a NVIDIA 9600GT M videocard.

I honestly do not fully understand your report.

So where does the black screen occur?

So the KDE desktop of the Live CD loads fine and when you try to install it you get a black screen?

Although I can not confirm it is the same exact bug I did experience this bug after installing it from the DVD instead of the KDE Live CD-ROM. Also I had the 'strange colors' persist after the log in screen. As in the entire OS was near unusable due to being nearly unreadable, I resolved this by installing the official proprietary NVIDIA drivers.

As for the original problem which I'm guessing is related.

At the step on the screenshot, pretty much the first 'graphical' step I had nothing but a black (or pink) screen when booting the KDE x86-64 Live CD-ROM into 'Installation' mode.
(Just to reconfirm, the 'Check Installation Media' checked out okay)
