CUPS 1.4.2 in the openSUSE build service Printing project and meanwhile also in the openSUSE:Factory project is a reset to full compliance with upstream. Note that the Printing and the openSUSE:Factory projects are development projects and not at all official repositories for production use. What you corrently have is a "work-in-progress-development version".
