If you are logged in as a non-admin user in windows 
and you install designer, the destop icons don't get 
created on the desktop of the user you are logged in 
to.

We are expecting administrators to be logged in when installing on Windows. 
This most likely won't change

Ryan-  Can you check for administrator equivelant on Windows at install time?

We now check for administrator privileges at install time and abort if the 
user doesn't have them.
