Currently it asks you how you want to install but 
does not prompt you for admin account credentials if 
you choose to "run program as non-admin user".  IF 
the user chooses the non-admin account, then nici 
and ndsbase do not get installed.

We now check for admin privileges and abort if they aren't there.
