openSuSE 11.4 fresh install. 

KDE 4.6.1 updated per .../Release:/46/openSUSE_11.4/ 

compiz 0.9.2.1, original from 11.4 installation media.  

Proprietary nVidia drivers (the "hard way") x86_64-260.19.44

Embedded desktop effects disabled; compiz desktop effects enabled (using kde4-window-decorator) 

Any attempt to configure the panel results immediately in the workspace becoming unresponsive.  The mouse cursor moves, but otherwise the desktop freezes and the only way to recover is to kill X and re-login.  

Disabling compiz cures the behaviour, so odds-on it's a compiz problem rather than a KDE4 problem.

A second more minor point is that the 4-desktop pager in the panel persists in defaulting to a single row.  I can change it to two rows, and the change duly happens and shows up in ~/..../plasma-desktop-appletsrc, but does not survive reboot or even logout and login, when the line in plasma-desktop-appletsrc is invariably overwritten to rows=1.

11.4 is out of support. As such this is not reproducible on current releases. Please open a new issue if you can still reproduce it.
