Currently when a submit request is issued there are only 3 possibilities:
 * accept
 * review
 * decline

Another very common task is to ask a question. Let's call this "needinfo". Currently I need to add myself as reviewer and then add a review with the question. This issues two changes for the request:

Better would be a review state. Or at least a joined Review and Add Review action. A third button "Needinfo" beside Accept and Decline would be the ideal solution.
