As of meeting on 4/18 it was decided that install would create 
THE "SimiasAdmin". This is not a regular user and can not be removed as the 
owner or it's rights to the domain changed

Fixed. The domain owner can no longer be changed or deleted. Also a collection 
owner's rights cannot be downgraded from Admin rights.
