yast -> system -> system services (Runlevel)

apache2 -> Enable
 -> /bin/systemctl start apache2.service returned 0 (success):  

[OK] Now the changes to runlevels will be saved. -> [YES]
 -> Error
    Failed services: apache2 -> [OK]

Next time yast shows apache2 as disabled, although it is up and running.

I think this sounds more like a yast issue.

well known brokenness, to be replaced with https://github.com/yast/yast-services-manager
