Could you please create a project named "ARPA2" for user "arpa2"?

ARPA2 is an umbrella of projects, as described on
http://arpa2.net
so it would be proper form to use arpa2:xyz style project names.

I'm not sure, if it really needs an own project for these 16 packages

we dont have a GNU project in OBS either, because it is more about topics
e.g. some of the packages would probably fit into
https://build.opensuse.org/project/show/security
so you would do 
osc submitreq home:arpa2:tlspool tlspool security
to get it there.

And then go find homes for other packages which you consider
to be useful for a wider audience.
