Here is E-Mail I got for comment 14 of bug 906592:

As you see, name lost o-umlaut (Berhörster => Berh_rster). Character set in E-Mail was set to UTF-8 so it seems to have happened in bugzilla.

Just so I can confirm the conditions of your issue:
1) What is the email client you are using?
2) What is your 'Preferred email format' set to? (This can be found in user preferences https://bugzilla.opensuse.org/userprefs.cgi)
