When building file, /usr/share/cracklib/cracklib.magic should 
be added to the magic database.

/suse/werner> ls /usr/share/cracklib/cracklib.magic
ls: /usr/share/cracklib/cracklib.magic: No such file or directory

seems not common

Maybe you should install something more current? This request is for SL10.0: 
 
# rpm -qlp  
/mounts/work3/built/dists/i386/packs-i386/cracklib/cracklib-2.8.3/cracklib-2.8.3-2.i586.rpm 
|grep magic 
/usr/share/cracklib/cracklib.magic
