While building scrollkeeeper scrollkeeper segfaults in %post.

It seems, that mkdir /var/lib/scrollkeeper fixes this segfault.

- Patch scrollkeeper-rebuilddb.in to prevent %post from segfaulting in
  the build system; debugged by Stanislav Brabec [# 96609].

Maybe, a better fix would be add the check to scrollkeeper-update - this is the
binary that segfaults.
