Description of Problem:
EditCommandColumn is not appiled\ rendered\ doesn't work.

Steps to reproduce the problem:
1. Open the attached aspx 

Actual Results:
Only a column with names from xml file is shown

Expected Results:
There should be two columns - names columns and a column with link button 
"Edit" 

How often does this happen? 
Always
