Description of Problem:
When you only change the command field in external tools in option panel,
the change is not saved

Steps to reproduce the problem:
1. go to menu/edit/preferences/tools/external tools, and add an tool
2. now click ok, go again to external tools and change only and only the
command field by typing in some chars
3. Click ok, and go again to external tools and you will see that the
change has not been changed

Actual Results:
The change in command-box is not saved

Expected Results:
the change in command-box is saved

How often does this happen? 
Always

added a patch, so the bug is fixed
added an eventhandler for the browsebutton when it has been changed

Imported an attachment (id=168078)

Unknown operating system unknown. Setting to default OS "Other".
